Up to 7,000 prisoners are held in dozens of makeshift detention centers in Libya more than two months after rebel forces toppled Muammar Gaddafi, amid serious allegations and some evidence of torture, the United Nations said on Friday.
Transitional authorities lack a clear system for screening and registering detainees, thus opening the door to ill-treatment, Mona Rishmawi, a senior official of the U.N. human rights office, told a briefing after a weeklong visit to Libya.
Prisoners include people arrested at checkpoints without identity papers, suspected mercenaries from several regions, pro-Gaddafi fighters captured on the battlefield or people whose names appeared on lists of people to be rounded up, she said.
“There are thousands of people who are being held, we are talking about a large number. It could be up to 7,000,” said Rishmawi, who is in charge of the office’s rule of law branch.
“The majority of these people have not gone through a (judicial) process. This of course is a recipe for abuse. There are indications of very serious issues going on.”
In all, there are believed to be 67 makeshift detention centers across Libya, compared with a few central prisons during the 42-year-rule of Gaddafi, she added.
The International Committee of the Red Cross has visited at least 40 Libyan prison facilities, ICRC spokesman Steven Anderson told Reuters on Friday. Its confidential findings about conditions are shared only with detaining authorities.
Amnesty International issued a report on Wednesday saying Libya’s new rulers were in danger of repeating human rights abuses commonplace under Gaddafi. The NTC said it would look into the report.
“EVIDENCE OF TORTURE”
Hanny Megally, head of the U.N. human rights office’s Asia, Pacific, Middle East and North Africa branch, led the mission to Libya. They met ministers of the National Transitional Council, as well as activists and lawyers, and visited some prisons but did not speak with inmates.
“…We actually believe that the situation in the prisons is that there is ill-treatment, there are allegations and evidence of torture. Yes, I can say that,” Rishmawi said. – Reuters
That’s up from 43.3 million people a year earlier, said UNHCR’s 2010 Global Trends report, which was released to coincide with World Refugee Day.
Of those displaced, the report classified 15.4 million people as refugees forced to flee their country and 27.5 million as displaced persons within their own country, forced to leave their home because of conflict or natural disaster, the report said.
The release of the annual report comes amid ireports of people fleeing conflict in Syria, Sudan and Libya. In recent days, thousands have begun fleeing to refugee camps set up along the Syria-Turkey border to accommodate those attempting to escape a Syrian military crackdown on anti-government demonstrators.
“Four-fifths of world refugees are in the developing world, and it is the developing world that needs international solidarity to cope with this challenge,” Antonio Guterres, the U.N. High Commissioner for Refugees, said Monday.
A woman, who identified herself as Nour, said she fled to the camps because she believed she would die if she stayed in Syria.
“I come here. This circumstance is so difficult,” she said. “I am pregnant. I cannot bear such things. “
The report said 10.5 million of the world’s refugees are under the care of the United Nations, and another 4.82 million are registered with the U.N. Relief and Works Agency for Palestine Refugees.

To be taken to a stronghold by deliverance on to the Mountain of Mother Israel, where refuge from the coming horrendous violence will be provided. With Yahweh, no one can touch us, because our Mother is Israel upon Mount Zion.
Senior administration officials said Wednesday that the fact that the U.S. is only playing a support role in the NATO-led military effort in Libya — that is, no U.S. troops on the ground and no potential for casualties — and only plans to be involved for a short time means Obama doesn’t need congressional authorization per the War Powers Act to proceed.
“We are confident that we’re operating consistent with the resolution,” an administration official said on a conference call with reporters. “That doesn’t mean that we don’t want the full, ongoing consultation with Congress or authorization as we move forward, but that doesn’t go to our legal position under the statute itself, and we’re confident of that.”
The call came hours before the White House submitted a detailed, 32-page report to Congress that maps out the administration’s legal justification for Obama continuing to call the shots on Libya without congressional approval.
Satan’s long reign is finally coming to its end this side of Armageddon. His last ditch effort will prove as futile as his past tries to rule over mankind. When the European debt problem fast-tracked into a genuine crisis, Germany stood apart. Chancellor Angela Merkel was highly reluctant to bail out effectively bankrupt Greece, a country German voters considered the author of its own misfortune.
German reluctance to side with its European Union partners was on display again when it abstained from the United Nations Security Council vote to establish a no-fly zone over Libya and use “all necessary measures” to protect civilians.
Germany’s stands show that the EU, in spite of its efforts to act as a single economic and political unit on the international stage, is still a divided force. Germany may be the EU’s economic and industrial juggernaut, but it was France and Britain that stole the diplomatic show as the Libyan civil war turned increasingly bloody.
Italy, another EU heavyweight, had been wishy-washy about stopping Moammar Gadhafi’s assault against his own people. Italy and Libya have strong business ties and Italy occupied Libya between 1911 and 1943. Libya’s collapse could deliver a flood of refugees to Italy, which lies due north of Tripoli, the Libyan capital, but Rome finally got on board and offered air bases for the enforcement of the no-fly zone.
Germany’s stand on bailing out profligate EU states during the debt crisis indicates that it is willing to split from the EU family when it feels strongly about an issue. While Germany ultimately endorsed the rescue effort for Greece in May, and Ireland six months later, it was done reluctantly and with strict demands that debt-soaked countries do all they can to fix their own financial messes instead of relying on German taxpayers for handouts.
Still, Germany’s reluctance to endorse a no-fly zone over Libya came as something of a surprise, given the remarks made by Foreign Minister Guido Westerwelle in January, when Germany began a two-year stint as a non-permanent member of the UN Security Council. “Germany will be a reliable, responsible and engaged partner,” he said. “We will do our part to ensure that the world continues to see the council as the central body for peace and security in the world.”

Even as the situation at the stricken Fukushima nuclear plant continues to worsen by the hour, and as radiation surges across the Pacific towards the U.S. west coast while Americans panic buy supplies of potassium iodide, President Obama seems remarkably sanguine about the whole affair.
While protests and civil wars rage in Libya and Bahrain, Obama is keeping himself busy by videotaping his NCAA tournament picks, hitting the golf course for the 61st time in his presidency, and partying with lawmakers during a Chicago Bulls vs. Charlotte Bobcats game.
The most energy Obama could bother to devote to what is fast coming one of the biggest nuclear disasters in history was to make an empty statement about how people could donate to usaid.gov, while labeling the NCAA exercise a “great diversion.”
While Japan begs the United States for help to rescue the dire situation at Fukushima, Obama seems more concerned about dressing up nicely to please the media elite at the annual Gridiron Dinner.
The USA is involved in a covert plan to prevent Christ from taking possession of this planet for his Millennial Rule, and if people knew there would be chaos. The hope extended from Christ and Yahweh is what keeps many people sane. This will play out like it did with ancient Egypt; the government back then, and all of the Egyptian people knew it was Yahweh bringing the plagues as punishment. And Yahweh noted that the kings of this planet would plot against Her Plan to take back possession of the earth. That means they have to know what is going on, and Satan is the one that gives counsel to his generals.

(CNN) – Two months ago, a Tunisian fruit vendor struck a match that started a fire that has spread throughout the much of North Africa and the Middle East. Muhammad Bouazizi’s self-immolation prompted anti-government protests that toppled regimes in Tunisia and Egypt. Here are the latest developments, including the roots of the unrest, as well as a look at previous events in affected countries.
Tens of thousands of Libyans took to the streets Friday to air their discontent with four decades of Moammar Gadhafi, the longest-ruling non-royalty head of state in the world, witnesses said. At least 20 people were killed and 200 were injured in the northern Mediterranean city of Benghazi, Libya’s second largest, said a medical source in Benghazi, who was not identified for security reasons. CNN was unable to independently verify the information. U.S. President Barack Obama condemned the outbreak of violence in Libya.
Roots of unrest:
Protests in Libya, ruled by Gadhafi since a 1969 coup, began in January when demonstrators, fed up with delays, broke into a housing project the government was building and occupied it. Gadhafi’s government responded with a $24 billion fund for housing and development. A month later, more demonstrations were sparked when police detained relatives of those killed in an alleged 1996 massacre at the Abu Salim prison, according to Human Rights Watch. High unemployment has also fueled the protests, as have anti-Gadhafi groups
Four people were killed in the center of Bahrain’s capital Friday, where shots were fired after demonstrators gathered, an ambulance worker in Manama told CNN. U.S. President Barack Obama condemned the violence. The new protests came a day after a violent police and military crackdown left four dead and scores wounded. What seemed like thousands of people – some chanting anti-government slogans – marched in the town of Sitra to attend the funerals of three of the four people killed Thursday. Two other people died during disturbances earlier in the week. The tiny island nation is a U.S. ally and houses the headquarters of the U.S. Navy’s Fifth Fleet.
Roots of unrest:
Protesters initially took to the streets of Manama on Monday to demand reform and the introduction of a constitutional monarchy. But some are now calling for the removal of the royal family, which has led the Persian Gulf island state since the 18th century. Young members of the country’s Shiite Muslim majority have staged violent protests in recent years to complain about discrimination, unemployment and corruption, issues they say the country’s Sunni rulers have done little to address. The Bahrain Center for Human Rights says authorities launched a clampdown on dissent in late 2010. It accused the government of torturing some human rights activists.
Protests are once again surging in Libya, where the opposition has declared a “day of rage” against Moammar Gadhafi, the long-serving military dictator of the nation. Protesters are said to have stormed one of the nation’s prisons and freed a number of political prisoners.
But as is all too common in these growing protests across the region, the military has been using live ammunition in an attempt to crush the rising dissent. The death toll, according to human rights groups, is at least 24, and is likely to rise in the days and weeks ahead.
Gadhafi has been amongst Africa’s most colorful dictators, and has had a less amenable relationship with the US historically than most of the region’s other dictators. This is owing largely to his decision to nationalize the Libyan oil holdings of American investors when he seized control of the nation.
